Introduction
This annex presents the definitions and programme specifications of output and results indicators used in the Interreg CENTRAL EUROPE (CE) Programme. The definitions and numbering are based on the European Commission’s staff working document “Performance, monitoring and evaluation of the European Regional Development Fund, the Cohesion Fund and the Just Transition Fund in 2021-2027” (SWD(2021) 198 final).
At the application stage, each project needs to select the relevant indicators (output and related result indicators) and include a realistic quantification of its targets in the application form. During the implementation of the project, the progress and final achievement of these targets have to be reported through periodic joint activity reports. It is therefore of outmost importance for applicants and beneficiaries to understand the meaning of indicators and how their achievement shall be counted. Output indicators
RCO 83 – Strategies and action plans jointly developed

| Definition and concepts | The indicator counts the number of joint strategies or action plans developed by supported projects. A jointly developed strategy aims at establishing a targeted way to achieve a goal-oriented process in a specific domain. An action plan translates an existing jointly developed strategy into actions. The joint development of a strategy or action plan implies the involvement of organisations from at least two participating countries in the drafting process such strategy or action plan. |

Strategies or action plans developed by organisations from only one country should not be counted under this indicator. If, however, organisations from two or more participating countries were involved in the development (e.g. in a co-design or co-creation process, including peer reviews) of a strategy or action plan focussing only on one territory within one country, such strategy or action plan would still fulfil the requirement of “joint development” and can therefore be counted under this indicator. The uptake of strategies or action plans should be reflected in the result indicator RCR 79 (see below). |

| Definition and concepts | The indicator counts the number of pilot actions developed jointly and implemented by supported projects. The scope of a jointly developed pilot action could be to test new procedures, instruments or tools through experimentation or demonstration of practices. In order to be counted under this indicator both the following conditions shall be met: the pilot action needs not only to be developed, but also implemented within the project; the implementation of the pilot action should be finalised by the end of the project. This indicator implies the involvement of organisations from at least two participating countriesin the pilot action development and implementation. |

| Specifications | Pilot actions developed by organisations from only one country should not be counted under this indicator. If, however organisations from two or more participating countries were involved in the development and implementation (e.g. in a co-design or co-creation process, including peer reviews) of a pilot action focussing only on one territory, thus being implemented in one country only, such pilot action can still be counted under this indicator as fulfilling the necessary requirement of being “jointly developed and implemented”. Each pilot action should lead to the development of at least one solution (see RCO116 below). The uptake of such solution(s) should be reflected in the result indicator RCR 104 (see below). |

In order to be counted under the indicator, the developed solution should include indications of the actions needed for it to be taken up or to be up-scaled. This indicator implies the involvement of organisations from at least two participating countries in the drafting and design process of the solution. Solutions considered for this indicator should not have as their main focus administrative or legal frameworks. |

If, however, organisations from two or more participating countries) were involved in the drafting and design process (e.g. in a co-design or co-creation process, including peer reviews) of a solution focussing only on one territory, thus on one country, such solution can still be included under this indicator as fulfilling the necessary requirement of being “jointly developed”. The required cooperation of institutions of at least two participating countries is ensured by the transnational character of the partnership. |

| Definition and concepts | The indicator counts the number of jointly developed strategies and action plans (not individual actions – see corresponding RCO 83) which are adopted and implemented by organisations during or shortly after the project completion (i.e. by the time of submission of the last progress report, thus 3 months after the project end). At the time of reporting this indicator, the implementation of the joint strategy or action plan do not need to be completed, however it shall be effectively started. The organisations involved in the uptake may or may not be directly participating in the supported project. It is not necessary that all actions identified in a joint strategy/action plan are taken-up for such a strategy/action plan to be counted under this indicator. The uptake of the joint strategy or action plan needs to be documented by the adopting organisation(s), e.g. in a local/regional council decision, letters of commitment etc. |

| Definition and concepts | The indicator counts the organisations (i.e. project partners and associated organisations – see corresponding RCO 87) cooperating across borders after the completion of the supported project. The cooperation concept should be based on a formal agreement to continue cooperation after the end of the supported project. The agreement should be documented by the respective organisations, e.g. decisions of local/regional council, letters of intent, memorandum of understanding, etc. The cooperation agreements may be established during the implementation of the project or shortly after its completion. The sustained cooperation does not have to cover the same topic as addressed by the completed project, but should be a result of the joint work within the project. |

The organisation(s) adopting the solutions developed by the project may or may not be a participant in the project. The uptake / up-scaling should be documented by the adopting organisation(s) through, for instance, strategies, action plans, decisions of local/regional council, letters of commitment, etc. |
