EnCLOD Project: Advancing Open Data and IoT for Smarter Territorial Governance

The EnCLOD Project has taken a significant step forward with the release of its first deliverable, the Report on Open Data & IoT Usage: Good Practices for Territorial Governance at City-Region Level. This report provides a thorough analysis of 61 best practices and case studies, addressing critical areas such as urban and peri-urban mobility, road management, and climate change adaptation.

At its core, the EnCLOD project, funded by the Interreg Central Europe programme of the European Union, aspires to enhance the governance capacity of local authorities across Central Europe. By utilising the power of Open Data, IoT sensor networks, and the Digital Twin paradigm, EnCLOD aims to deliver real-time, comprehensive territorial information.

The report showcases the collaborative approach of the EnCLOD partnership:

  • Extensive Data Collection: A detailed survey allowed partners to identify and analyse good practices, methodologies, and innovative applications of OD and IoT technologies.

  • Focus Areas: The report emphasises urban mobility, climate change resilience, and participatory governance as crucial themes for territorial management.

  • Case Studies: Inspirational examples, such as Barcelona’s IoT network, Zurich’s traffic analysis tools, and New York’s water performance map, illustrate how data-driven solutions can transform urban environments.

Outcomes and Future Steps:

The insights gained from these case studies will inspire the development of Local Action Plans, ensuring governance strategies are not only data-driven and scalable but also finely attuned to regional contexts. Additionally, the best practices outlined in the Report will be integral to the training pathway envisioned in WP3, equipping stakeholders with practical tools and knowledge. EnCLOD prioritises sustainability, active stakeholder engagement, and the strategic use of real-time data to address urban challenges with precision and impact.

As the project continues, these findings will serve as a foundation for creating inclusive governance strategies, further strengthening the role of digital innovation in fostering sustainable urban development.
