Project overview

Climate Resilient Communities of Central Europe

Resilience to climate change can only be achieved when you look at all parts of the puzzle. Cross-sectoral approaches are needed but silo-thinking is still hard to overcome in central Europe. The MISSION CE CLIMATE project helps regions to better coordinate their responses to climate change. The partners activate citizens in pilot regions to contribute to newly introduced community climate missions and develop a climate resilience strategy 2030 including locally adapted action plans.

About the project

Central Europe faces many climate change challenges like the rest of the world. The main aim of the MISSION CE CLIMATE project is to overcome the disjointed sectoral responses to climate change by introducing a coordinated, cross-sectoral approach that puts local/regional authorities at the centre of the governance and management of the climate resilience process. The overall objective is to support communities in Central Europe to become resilient to climate change and to enable them to respond in a coordinated way to the impacts caused by climate change. The project will build sustainable systems (community climate missions) and community capacities (integrated strategy, local action plans, and solutions). The project attempts to implement a concept conceived by the European Commission in the context of the “ Climate Resilient Europe Mission". The project's intended outcomes are: 1. Establishment of climate resilience systems in partner communities (Community Climate Missions) supported by a joint 2030 Climate Resilience Strategy (definition of actions, business models, financing mechanisms) and locally tailored action plans (project portfolio approach); 2. Enhancing community capacity to adapt to climate change with new skills and tools; 3. Activated citizens contributing to community climate resilience through increased awareness and capacity (tools, etc.); 4. Solutions developed through pilot projects that respond to community adaptation challenges.

Shared Challange

Cyclon

Climate action to limit global warming to 1.5 °C is proving challenging and off track from the progress required to meet our climate targets. Global GHG emissions are higher today than in 2015 when the Paris Agreement was adopted. Even when fully implemented, current national climate commitments are estimated to lead to roughly 2,4 °C to 2,8 °C global temperature increase by the end of the century. Hence, societies and economies in all regions need to prepare for and adapt to the arising impacts of climate change. We need to streamline our resilience-building and adaptation capacities to cope with the impending changes and be able to transform unsustainable systems.

Main Problem

Adaptation responses to climate change are still too fragmented, incremental, sector-specific, and unequally distributed across global regions, with increasing occurrences of maladaptation (also acknowledged in the IPCC AR6). This means our resilience to changing climate and related consequences is still relatively low and needs urgent attention.

Our Objective

MISSION CE CLIMATE aims to overcome the disjointed, sectoral climate change responses, by introducing a cross-sectoral collaboration approach that supports communities in Central Europe to build stronger adaptation and resilience capacities to climate change.

Joint Strategy for Climate Resilient Communities of Central Europe

The Transnational Climate Resilience Strategy will be crafted through a collaborative co-creation process involving project partners and stakeholders. During the design process, objectives and measures that facilitate a transition towards climate resilience will be defined. This collective strategy is poised to effectively address the climate change challenges specific to Central Europe. It will serve as a comprehensive guide, pinpointing essential measures for communities to embrace, ensuring their transformation and resilience building.

Climate Resilience Pilot Projects Implemented in Partner Territories

Pilot projects aim to collaboratively develop and showcase innovative, climate-resilient solutions within Central European communities. The solutions in following five areas are tested: how we govern for climate resilience, manage water, handle data, deal with urban heat island areas, and involve citizens in adaptation action. The initiatives will be designed with transferability of solutions across communities in mind.

Climate Resilience Solutions for CE Communities

We are developing practical tools across five crucial areas: (1) empowering local leaders in addressing climate change, (2) effectively managing climate data, (3) engaging citizens in climate adaptation, (4) addressing urban heat challenges, and (5) managing water shortages. These tools, comprising of user-friendly guides, innovative business concepts, and best practices, will be consolidated on www.climatehub.si online platform.

Digital Climate Resilience Solution for Communities

A Digital Climate Resilience Solution for Communities will bring together all the tools and solutions developed within the project, including an extensive knowledge base and the results of the pilot actions implemented in the project regions. The core of the solution will consist of a digital tool for monitoring and forecasting climate change integrating existing global and local observation systems.

Testing the feasibility of the introduction of a climate change digital monitoring solution

A digital solution for monitoring of climate change in communities will be co-designed by project partners and the members of the local Climate Resilience Missions in Dornbirn (AT), Košice (SK) and Pforzheim (DE). The use of the tool will be tested in the latter 3 cities, not only from a technical point of view, but also in terms of legal and administrative issues, as well as data availability and connection.
