Public-private-partnership for Social and Solidarity Economy

Social and economic disparities remain evident in central Europe and negatively influence cohesion. Social exclusion and poverty also affect some regions more than others and this needs to change. To do so, the 3P4SSE project goes beyond state-of-the-art social innovation projects. The partners adopt a place-based clustering approach when addressing specific challenges of social and solidarity economies. Amongst others, they create a multilevel network scheme based on public-private partnership models and establish strategic cooperation among stakeholders.

Challenge:

The enduring territorial and socioeconomic disparities among EU member states in Central Europe, particularly impacting Eastern and Mediterranean Market Economies.

Specific Problem:

The limited economic development and social inclusion in specific regions of Central Europe due to weak economic sectors with low added value and the prevalence of social exclusion and poverty.

Idea:

To promote regional development and social inclusion in Central Europe by encouraging cooperation, strengthening Social and Solidarity Economies (SSEs), and developing a joint strategy and multilevel networks to address the specific challenges posed by weak economic sectors and social inequalities in the region.

Solution:

To establish polycentric networks that facilitate collaboration among public and private actors, cluster Social and Solidarity Economies (SSEs) to fortify weak economic sectors, formulate joint strategies, and implement action plans at the regional level to mitigate regional disparities and foster social and economic cohesion in Central Europe.

How it works:

• The project will define a Central European common approach and strategy for regional collaboration forms in social and solidarity economies. • Through the implementations of pilot action, 3P4SSE will carry out Local Action Plans for promoting better regional governance models for social and solidarity economies in the Central European Area. • The 3P4SSE project will formalise a collaboration within the Central European cooperation area on SSEs, endowed by a common platform for empowering, sharing knowledge, competences, services and participation of public and private actors.

Proof/credibility:

1. The project will formulate a joint strategy to reinforce Social and Solidarity Economies (SSEs) and create polycentric networks, promoting cooperation among public and private stakeholders. 2. SSEs will be grouped together in designated regions to invigorate weak economic sectors, and regional action plans will be put into practice to enhance public services and address social disparities. 3. The project will formalize collaboration through a Memorandum of Understanding (MoU) among stakeholders and establish an IT platform for sharing knowledge and services, facilitating mutual learning and sustainable development in Central Europe.

To establish a more inclusive, economically robust, and socially united Central Europe by fostering cooperation, reinforcing Social and Solidarity Economies (SSEs), and constructing sustainable regional networks.

Joint Strategy on 3Ps to support Social and Solidarity Economy

This output represented the strategic document on which project partners based their pilots about the Local Action Plans and it was drafted in three sections, illustrating: (i) the social economy common background and fundamentals; (ii) policy agenda and methodological framework, such as policy axes and priorities related to local action plans; (iii) pilot actions schemes and timeline.

Solutions to promote SSE

This output will consist of 5 action plans, co-designed, tested and validated throughout pilots that are intended as solutions at local level to strengthen the Public-Private Partnership, to support SSE and to promote a place-based coordinated, collaborative and SSE related territorial development. Each plan provide regions with a roadmap and a range of solutions supporting introducing the 3Ps place-based governance approach.

Joint capacity building Curriculum

This joint curriculum will be thematically broad and take into account different constellations and target groups. It will be build upon piloting then implemented with tutorial and workshop. It will include training methodology and contents addressed to empower and promote capacity building in the SSE system. It will benefit then from the Memorandum of Understanding signed, and also from the experience of building the Network.
