Strategic projects for capitalisation

Introduction to main project features.

Synergies

As a minimum requirement, projects must explicitly take up existing outputs and results from at least two Interreg CE 2021-2027 projects funded in the first and second call and at least two Interreg cross-border projects (funded in the 2021-2027 period or, if relevant, in the 2014-2020 period).

Furthermore, and if relevant for their scope and the overall call objective, projects may also take up:

→ outputs and results of projects funded by other programmes (e.g. Interreg CE 2014-2020 Programme, other Interreg transnational programmes, Interreg cross-border programmes at external borders of central Europe, mainstreaming programmes)

→ knowledge and tools that address border obstacles caused by internal central European borders, developed under the B-Solutions initiative of the European Commission.

Partnership size and transnationality

Partnerships shall consist of minimum three partners from three countries, with at least two partners located in the programme area. The number of partners shall reflect the scope of the project and be related to activities foreseen in the work plan.

Partnership composition

In strategic capitalisation projects, all types of institutions listed in chapter I.3.1.1 of the programme manual can apply.

The partnership should be composed of organisations:

→ which were actively participating in the previous Interreg CENTRAL EUROPE or Interreg cross-border projects being capitalised (a same institution could also represent more than one of the projects to be capitalised);

→ involved in the upstreaming or downstreaming of existing outputs and results (e.g. organisations representing the new territories or sectors addressed, public actors in charge of policies).

Partners should own the outputs and results being capitalised or have the full rights to use them.

Project intervention logic

Strategic projects for capitalisation follow the same intervention logic as all other Interreg CENTRAL EUROPE projects and apply all output types (strategies, plans, pilots, solutions, cooperations), as defined in chapter I.3.2 of the programme manual.

The following specifications apply:

→ projects aiming at upstreaming of outputs and results should mainly focus on the implementation of strategies and action plans, while projects aiming at down streaming should mainly focus on the implementation of pilot actions and solutions.

→ projects should, already at their early stage, further develop and test existing outputs and results, therefore preparatory activities (studies or analyses) should be limited.

Overall, with their activities projects should tackle factors that have so far limited the full use of existing outputs and results, thus closing the gap between the outputs and results and their actual uptake into policies or their territorial or thematic roll-out for the benefit of central Europe.

Duration

Projects should last between 18 and 24 months.

Budget

The project ERDF budget cannot exceed 1.000.000 EUR.
