The journey towards climate-neutral buildings is one of the cornerstones of the European Union’s green transition. While policies and technical solutions continue to evolve, one major obstacle persists: financing.
The scale of investment needed to upgrade Europe’s building stock is massive. Public budgets alone cannot cover this transformation. That’s why the EU is calling on member states to mobilize private capital and create financing ecosystems that support innovation and sustainability in the built environment.
Involving Key Stakeholders Early
To make this shift possible, early and structured consultation with both public and private project developers is essential. These actors need support in developing green investment portfolios that align with EU goals—and that are bankable.
Financial institutions and alternative funding platforms, such as crowdfunding platforms, will play a key role in this process. They must be involved in shaping and piloting new financing models, and be ready to apply green financing tools and methodologies.
Our Approach: From Dialogue to Strategy
As part of our project activities, we are conducting at least five bilateral consultations with stakeholders from across the financing spectrum. These conversations will focus on:

Assessing the bankability and compliance of green building projects

Gauging the willingness of financial actors to participate in piloting innovative financing models

Identifying which tools and support mechanisms are needed to mainstream green finance
Towards a Joint Strategy for Green Financing
The feedback and findings from these consultations will directly inform two key deliverables:

A market gap analysis that maps out the current barriers and opportunities for innovative financing in the building sector

A Joint Strategy, co-developed with stakeholders, that will propose a roadmap for improving green standards, financing models, and schemes across national, regional, and local levels
This strategy will be accompanied by action plans aimed at aligning public policies with market needs—creating a fertile environment for sustainable investment.

By fostering dialogue between developers and financiers, and by identifying concrete ways to scale up investment, we’re helping to bridge the gap between ambition and action.
