Efficiency of the ClImate Change ADAptation management by integration of ecosystem services and smart social approaches in Central European cities
Cities increasingly face negative effects of climate change and try to adapt. But their adaptation strategies often do not work out as planned because citizens and stakeholders are not sufficiently involved in developing these. The CICADA4CE project helps city authorities to design effective climate change policies based on the concept of ecosystem- and community-based adaptation. The partners co-create action plans with citizens and other stakeholders in urban living labs in five pilot cities. To ensure active participation and collective action the partners also train all stakeholders on climate change adaptation processes.

Roadmap
Context

Climate change is leading to higher temperatures, severe weather events, and disruptions in the environment. While it's essential to focus on mitigation, adaptation is equally important to tackle the ongoing effects.
Specific problems

The new EU Strategy on Adaptation to Climate Change, adopted in February 2021, serves as the primary framework for this initiative, highlighting the necessity for a more intelligent, rapid, efficient, and systemic approach to adaptation. However, the implementation of adaptation measures varies significantly across different regions, with some partners lacking established national or regional adaptation plans.
Idea

By incorporating climate adaptation into policy-making, we can bolster resilience in both urban and natural settings. Project partners will utilize their combined expertise from previous EU projects, best practices, and research resources like the Climate-Adapt platform, which is becoming increasingly significant under the new EU Climate Adaptation Strategy.
Solutions

The project emphasizes collaborative learning and knowledge sharing to assist city partners in crafting smart, efficient, and scalable solutions that meet local requirements. The goal is to establish effective climate adaptation strategies across various governance levels.
How it works

The strategy advocates for Nature-Based Solutions for climate adaptation, drawing insights from diverse projects and experiences. While some partners may not have national or regional adaptation plans, those with experience in local climate initiatives will provide guidance. Adaptation efforts at the Functional Urban Area (FUA) level, particularly in flood management, will benefit from the knowledge gained through the SALUTE4CE project and its ecosystem services approach. Furthermore, even seasoned partners will refine their adaptation strategies by integrating social and community-based elements, thereby enhancing the innovative Ecosystem and Community-Based Approach developed within CICADA4CE.
Impact

This aproach aims to reduce the vulnerability to droughts, storms, and rising sea levels as well as heat waves causing the so-called urban heat islands, while promoting long-term resilience to climate change. Preparing for a sustainable, climate-resilient future requires proactive measures. By integrating adaptation strategies into policy and planning, we can better safeguard our communities and ecosystems.
