CICADA4CE

Project overview

Efficiency of the ClImate Change ADAptation management by integration of ecosystem services and smart social approaches in Central European cities

Cities increasingly face negative effects of climate change and try to adapt. But their adaptation strategies often do not work out as planned because citizens and stakeholders are not sufficiently involved in developing these. The CICADA4CE project helps city authorities to design effective climate change policies based on the concept of ecosystem- and community-based adaptation. The partners co-create action plans with citizens and other stakeholders in urban living labs in five pilot cities. To ensure active participation and collective action the partners also train all stakeholders on climate change adaptation processes.

About the project

The approach that addresses the challenges and needs identified - urban flooding caused by torrential rains, turbulent wind, long lasting drought, overheating which causes so-called urban heat islands – will constitute in mobilizing social and ecological capital for strengthening urban climate resilience. It will mean actions aiming at a strong engagement of stakeholders and use of synergies between actions addressing technical, social and environmental innovations. The approach applied in the project is meeting the needs for strengthening urban climate resilience by mobilizing sustainable processes of common actions of the communities starting with raising awareness and involvement of local inhabitants in the development of adaptation strategies, identification of proper territory based actions, management of shared and divided responsibilities for implementation of particular interventions and their use in self learning process in the community. This approach aims to start a domino effect that produces, in the long term, appreciable results even on a larger scale. To this purpose, CICADA4CE project intends to adopt specific strategies aimed at modifying the mindset and behaviours of citizens and administrations and to commit them to jointly reach the common goal. The project combines the potential of people who are aware of the necessity for climate change adaptation and believe in the powerful strength of ecosystem services which is to be mobilized by them. So first people are to be convinced that ES potential can and has to support climate change adaptation – there are already many methods for estimation, evaluation, assessment of the value of ES – and then these people can and should mobilize this potential for acting towards climate change adaptation in urban areas. The concept of ecosystem and community based adaptation will be applied in suitable action plans for the cities and further tested by means of pilot actions, which will give innovative solutions.

Roadmap

1

Context

Climate change is leading to higher temperatures, severe weather events, and disruptions in the environment. While it's essential to focus on mitigation, adaptation is equally important to tackle the ongoing effects.

2

Specific problems

The new EU Strategy on Adaptation to Climate Change, adopted in February 2021, serves as the primary framework for this initiative, highlighting the necessity for a more intelligent, rapid, efficient, and systemic approach to adaptation. However, the implementation of adaptation measures varies significantly across different regions, with some partners lacking established national or regional adaptation plans.

3

Idea

By incorporating climate adaptation into policy-making, we can bolster resilience in both urban and natural settings. Project partners will utilize their combined expertise from previous EU projects, best practices, and research resources like the Climate-Adapt platform, which is becoming increasingly significant under the new EU Climate Adaptation Strategy.

4

Solutions

The project emphasizes collaborative learning and knowledge sharing to assist city partners in crafting smart, efficient, and scalable solutions that meet local requirements. The goal is to establish effective climate adaptation strategies across various governance levels.

5

How it works

The strategy advocates for Nature-Based Solutions for climate adaptation, drawing insights from diverse projects and experiences. While some partners may not have national or regional adaptation plans, those with experience in local climate initiatives will provide guidance. Adaptation efforts at the Functional Urban Area (FUA) level, particularly in flood management, will benefit from the knowledge gained through the SALUTE4CE project and its ecosystem services approach. Furthermore, even seasoned partners will refine their adaptation strategies by integrating social and community-based elements, thereby enhancing the innovative Ecosystem and Community-Based Approach developed within CICADA4CE.

6

Impact

This aproach aims to reduce the vulnerability to droughts, storms, and rising sea levels as well as heat waves causing the so-called urban heat islands, while promoting long-term resilience to climate change. Preparing for a sustainable, climate-resilient future requires proactive measures. By integrating adaptation strategies into policy and planning, we can better safeguard our communities and ecosystems.
