Integrative Regional Approaches for the Transformation of the Automotive Industry

The automotive industry is in the middle of a transformative shift driven by climate change, disruptive technologies, and global competition. Smaller and medium-sized companies sometimes struggle to take up trends like electrification, connectivity, automation, and the platform economy. The Drive2Transform project helps them to master this shift by developing a cross-regional strategy and deploying an open transformation platform for the automotive sector. Through the platform, the partners offer the sector tailor-made support in form of tested readiness models, regional adaptation scenarios, and capacity-building measures.

About the project

Drive2Transform seeks to assist businesses, particularly small and medium-sized enterprises (SMEs), in navigating the changes brought about by the transformation of the automotive industry, with the ultimate goal of safeguarding Europe's market dominance. To achieve this ambitious objective, a collaborative, cross-regional strategy will be employed, allowing all regions involved to reap mutual benefits. The pivotal element of this strategy is the Transnational Automotive Open Transformation Platform. It includes: (1) a transnational transformation readiness model, (2) regional transformation scenarios for businesses, (3) a portfolio of regional and transnational capacity building measures, (4) transnational exploitation cases and (5) strategies for business support organisations in delivering targeted support to SMEs. The partners of Drive2Transform unite eight Central European countries with a strong industrial background in the automotive industry, have a long-standing experience with supporting businesses and a deep knowledge of the relevant regional actors and their current challenges. ESTABLISHMENT OF TRANSNATIONAL AUTOMOTIVE OPEN TRANSFORMATION PLATFORM

The main objective of Work Package 1 is to create an understanding and a long-term pathway for as many stakeholders as possible to help them better understand and take advantage of the challenges and opportunities of transformation. The target groups are companies, especially SMEs in the automotive sector, and also business support organisations itself as multiplicators. In addition, the results are of great importance for policy makers and authorities at all levels to provide a basis for the status quo of innovation ecosystems.

CAPACITY BUILDING FOR TRANSFORMATION IN REGIONAL ECOSYSTEMS

Work Package 2 is specifically aimed at capacity building measures to actively train the behaviour of organisations in relation to the transformation of the automotive industry. This approach includes complementary target groups depending on the activity. These are companies in the automotive industry, business suport organisations, policy makers and all stakeholders involved in the transformation processes in the context of triple helix.

BUILDING TRANSNATIONAL USE CASES

Work Package 3 aims to clearly provide solutions that will be adopted and exploited by companies and ecosystems in the long term to provide a clear perspective on the transformation of the automotive industry and to deliver innovative approaches to successfully manage it.

Transnational Automotive Open Transformation Platform

The platform focuses on the development of regional ecosystems in the areas of networks, spaces/infrastructure, capacities and services. It connects partners, advisory board members and other relevant stakeholders and provides a foundation for the development of transnational collaborations and synergies. It includes: • A transnational transformation readiness model • Regional transformation scenarios for businesses • A portfolio of regional and transnational capacity building measures • Transnational exploitation cases and • Strategies for business support organisations in delivering targeted support to SMEs.

Regional Transformation Scenario Building for Businesses

The Transformation Readiness Model and the Regional Transformation Scenarios for businesses constitute a two-fold tool to foster the transformation of regional automotive industrial ecosystems: A methodology, which can be applied in further regions. A set of validated transformation scenarios of transnational relevance. The regional and the transnational Transformation Scenarios shall be updated annually as part of the Transnational Automotive Open Transformation Platform activities.

Transformation Capacity Building Action Plan to foster the Automotive Transformation in Central Europe

Building on first outcomes in WP1, a transnational action plan will group capacity building measures identified to foster the transformation of the automotive sector in Central Europe. The action plan encompasses dedicated measures for businesses, business support organisations and policy makers, combining thematic (electrification, automation, connectivity and platform economy) and support aspects (networks, spaces/infrastructures, capacities/services).

Transformation Capacity Building Package for Businesses, Business Support Organisations and Policy Makers

The Transformation Capacity Building Packages piloted duing the project will be reviewed and finalized for uptake in the project regions in an amendment to the action plan. A comprehensive policy paper on the transformation of automotive industry will bundle the results and approaches of the project, including policy recommendations.

Transnational Thematic Use Case Platforms

An action plan will define how transnational thematic use case platforms in the areas Electrification, Connectivity, Automation and Platform Economy can be established to generate durably – during and beyond the project - use cases with significant transformation potential of the automotive industry and creation of new value chains. Partners will commit to a Memorandum of Understanding including a list and description of activities, necessary additional efforts, resources, responsibilities and commitments.

Transnational Exploitation Plans

Within each of the four thematic pilots, at least one of the Transnational Use Cases defined in Pilot 3.2 will be further developed into a Transnational Exploitation Plan (TEP) for the implementation of concrete transformation paths. Each TEP shall include a description of regional activities and transnational cooperation projects prepared during the project, in synergy with regional, national and European funding, including an estimation of the number of businesses impacted.
