Project overview

Empowering H2-ready regions in Central Europe

Transitioning to green energy is key to tackling climate change and creating sustainable economies. Green hydrogen holds significant promise but accounts for less than 2 percent of Europe’s current energy consumption. The H2CE project helps regions in central Europe to boost the integration of hydrogen in their local and regional energy planning. The project develops and tests new planning tools for public authorities and creates a network of hydrogen-ready regions for good practice exchanges.

About the project

H2CE addresses the challenge of integrating hydrogen solutions and renewable energies into the regional energy transition. Today, existing information and support focuses on the needs and perspectives of project owners and of the industry, treating public authorities as (passive) framework condition instead of understanding their expertise and authority as a further means to pro-actively support change. H2CE aims at empowering public authorities and administration in Central Europe (CE) to integrate hydrogen proactively and sustainably into regional planning and development. This will lead to an acceleration of hydrogen infrastructure ramp-up and a more efficient use of available funds. The main results of the project will be mechanisms to empower regional decision makers to support a hydrogen-based energy transition, the initiation of a cross-regional & transnational network of H2-ready regions, and the implementation of a digital collaboration platform.

The Challenge

H2CE tackles the main challenges of integrating hydrogen solutions and renewable energies into regional energy transitions to reduce greenhouse gas (GHG) emissions across various sectors. The project emphasizes adaptive energy planning at local and regional levels in EU regions.

Why a cross-regional approach?

Transnational cooperation is required to make the best use of it in the transition phase by synchronising projects, capacities & infrastructures & avoiding gaps or overcapacities. Transnational collaboration may accelerate learning curves and capacity building through shared expertise and experiences and strengthen local and regional stakeholders in situations of scepticism, criticism, or even hostile offences – situations to expect and handle in times of change and uncertainty. STEP 1: H2-ready for European and regional spatial planning and development

Three jointly developed strategies will be carried out by partner organisations, adjusted to their specific conditions, completing each other, and adopted during the project's lifetime Please take a look at the outputs elaborated by the H2CE partnership so far.

STEP 2: H2-ready regions: Support mechanisms for energy system transition and participation

Testing of a common framework for setting up virtual regional Competence Centres for a better understanding of existing and required H2 capacities/expertise, resulting in testing & codesigning the transnational profiles of H2 experts. STEP 3: Developing Central Europe Hydrogen network and Collaboration Platform

Establish a network of key public and private stakeholders at local, regional, and transregional levels in 9 Central European regions to establish H2-ready regions, including an online interactive Collaboration Platform. Please take a look at the outputs elaborated by the H2CE partnership so far.

Outputs

Fact sheet of common indicators for H2-readiness in planning and development processes

Work package (WP) 1 of H2CE “H2-ready for European regional spatial planning and development” analyzes and identifies common challenges & solutions in planning and governance processes for H2-ready regions from a regional, transregional & transnational perspective to develop joint strategies and action plans. Activity 1.1 deals with “Planning the transition in European regions: challenges and solutions in H2- ready regions and establishes the foundation for the WP’s outputs. In the first stage (during Period 1) PPS jointly developed a set of common indicators, which will create the basis of the “template” for the Factsheets for each of the regions participating in H2CE. In a further step (until Period 6), PPs will carry out their regional analysis based on this set of common indicators and elaborate their regional Factsheets on H2-readiness. Eventually, a Summary of regional results transferable to other regions, including challenges, best practices, and solutions will be developed. The common indicators for H2-readiness of regions presented in this Deliverable (D.1.1.1) are the result of the discussions amongst all PPs. They will start to carry out their regional analysis on this basis.

H2CE Collaboration Platform

Based on the concept note (D3.2.1), Collaboration Platform under coordination of PP9 (ESC-UR) will be developed . Based on the preparatory consultations within the partnership, the Platform prototype will be implemented gradually over the project lifetime to ensure proper testing and functioning. Initial features will include H2CE solutions. All PPs will contribute to the content update on a regular basis and be ready to evaluate and provide feedback on new platform functionalities. To better identify the specific needs and future platform features, the H2CE partnership, under the guidance of the Economic and Social Council in Ústí region (Czech Republic), carried out a transnational questionnaire survey to gather information from stakeholders, which were divided into two distinct sectors: private and public. The total number of respondents reached 84, with 40 of them responding to questions related to the private sector and 44 respondents providing answers regarding the public sector. Based on the results, there is an existing demand for the Collaboration Platform. The highest demand is predominantly for practical analytical and reporting tools to be provided by the platform, as well as its training and education capabilities supporting the importance of skill development and knowledge enhancement. The insight from the survey serves as valuable input for the H2CE Collaboration Platform development. All of the feedback has been included in the Platform Concept Note, which provides an initial framework for its future development. The expected platform prototype should be launched at the beginning of 2025. The deliverable D.3.2.1 is attached.
