Just Energy Transition for Central Europe
With increasing energy prices, social aspects of the green energy transition have moved into focus. There is broad consensus that the transition has to be just and fair. Ideally, future energy policies and investments are co-created with citizens. The JETforCE project helps regions to better involve their citizens digitally. The partnership tests and validates two novel solutions for digital citizen engagement in policy-making and to evaluate technologies through a "just transition lense".

Our challenge
Across Central Europe (CE), regions must adapt to increasing demands of the energy crisis without disproportionate negative socio-economic impacts on certain vulnerable territories or demographics, i.e., enable a "Just Energy Transition". This common challenge affects multiple actors across Central Europe.
Main issue
In order to ensure a just energy transition, public authorities and energy agencies require new capacities and solutions to ensure that energy policies and investments. Citizens need the chance to contribute to measures affecting their life, work and opportunities — but this requires knowledge, understanding and equal access to appropriate digital tools.
Our solution
This is where the Interreg Central Europe JETforCE project comes into play. JETforCE harnesses digitalisation as a means to co-design and co-implement the just energy transition in Central Europe. JETforCE supports decision-making on energy technology investments and promotes increased citizen trust in policy and ownership of measures, with positive impacts on individual behaviour. Ultimately, JETforCE adopts a holistic approach, applicable to all energy sectors, governance levels and territorial types in Central Europe. The carefully selected project consortium, consisting of 11 partners from 9 different regions, share this need to ensure a just energy transition, offering complementary competences and representing a wide variety of Central European territorial types — including regions under the Just Transition Fund.
Our approach
Over the course of three years, JETforCE co-designs and co-implements two transnational pilots to test and validate two novel digital solutions: the JETforCE Challenge Mapping Tool for digital citizen engagement in policy-making; and the JETforCE Technology Evaluation Tool to evaluate energy technologies through a "just transition lens". JETforCE builds the capacities of public authorities and stakeholders to apply these novel solutions, with project findings contributing to a joint Strategy for Just Energy Transition in Central Europe. JETforCE results in positive impacts on territories and citizens in Central Europe, enabling fairer policies and technologies, improved digital skills, and increased environmental benefits and behavioural changes already within the project lifetime. In the long-term, JETforCE envisions lasting changes in policy and investments that guarantee that no person or region is left behind in Central Europe's energy transition
